The young Magpies netted twice in the opening 45 minutes at Whitley Park as Neave's impressive finish, the Winlaton-born forward's sixth goal in his last five Premier League 2 matches, fired United's youngsters in front before Park's curling long-range effort doubled the hosts' lead before the break.
Unlike their previous two league games, succumbing to 2-2 draws despite leading by two goals at half-time, Robbie Stockdale's side saw the game out, recording a well-deserved clean sheet in the process, to maintain their push for the play-off spots.
Stockdale, who was appointed as the club's Under-21s Lead Coach today after overseeing the team on an interim basis following Adam Lawrence's departure in January, made two changes from Monday's 2-2 draw away at Leicester City.
Neave and Alex Murphy, who have both featured in the UEFA Champions League for Eddie Howe's first-team squad this season, replaced Vakhtang Salia and Logan Watts respectively in the starting XI.
Newcastle's first shot on target resulted in an early breakthrough as Neave sent the hosts ahead in the 13th minute. After Park pounced on a defensive error, the South Korean winger threaded a pass into Neave's path, who twisted and turned inside the box before rifling a powerful effort into the top right-hand corner.
Park almost turned from provider to goalscorer shortly after as the 18-year-old, a representative of his country at under-20 level, saw his bending free-kick from the left wing clawed away by Rovers goalkeeper Blake Wolsoncroft.
Kyle Fitzgerald, who recorded a goal and assist in Monday's 2-2 draw against Leicester, went close to doubling United's lead as the Irish winger's deflected cross from the right byline forced an alert Wolsoncroft into turning the ball out for a corner.
In the 41st minute, Park extended United's lead in terrific fashion. After collecting Murphy's pass, the promising teenager advanced inside from the left flank before curling a delightful strike from the edge of the box into the far left-hand corner, producing a guitar celebration
Anthony Munda, a product of Newcastle's youth set-up since the age of nine, went close to netting the hosts' third goal of the night as the Cowgate-born midfielder rose high from Murphy's inviting cross from the left flank but his close-range header was tipped around the left-hand post by Wolsoncroft.
Blackburn ought to have halved the deficit after the restart as Jayden Sergeant dispossessed Magpies skipper Ciaran Thompson before firing a low cross into Joseph Boggan's path but the unmarked Rovers striker drilled a first-time effort over the crossbar.
Neave, who made his professional debut for his boyhood club during February's 6-1 away win against Qarabağ in the UEFA Champions League, almost netted his ninth league of the 2025/26 season at under-21 level after holding off the challenge of Lorenze Mullarky-Matthews before his bending effort flew narrowly over the crossbar.
United goalkeeper Aidan Harris, who spent the first half of the current campaign on loan at NIFL Premiership side Coleraine, maintained his side's two-goal cushion as the teenage shot-stopper held Sergeant's fierce drive from the edge of the box.
Munda was unfortunate not to score his third league goal of the season at second-string level as the central midfielder collected the ball on the edge of the box before his curling effort flew inches above the crossbar.
Harris produced an important stop to prevent Igor Tyjon from setting up a nervy finale as the Rovers forward's vicious free-kick was excellently held by the Houghton le Spring-born 'keeper before the full-time whistle.
The victory elevates Newcastle into 20th place of the 29-team table, one point adrift of the top-16 spots with three league games remaining.
