Willock's strike against Liverpool in the 2-2 opening day draw at St. James' Park has been shortlisted, as has Elanga's deadlock-breaker in the 2-0 triumph at Tottenham Hotspur that marked the Magpies' first league victory of the campaign.
With the scores level at 1-1 with Andoni Iraola's Reds, Yoane Wissa's fine run through the heart of the Liverpool midfield presented an opening for Willock, whose unerring sidefooted finish beat Alisson and nestled in the bottom right-hand corner.
Winger Elanga - who had scored United's first in that game - then got himself on the scoresheet at Spurs, swivelling and firing home with his left foot after Amar Dedić had nodded Nico González's raking crossfield pass into his path.
Emersonn of Ipswich Town is also nominated, as are Brentford pair Keane Lewis-Potter and Kevin Schade, Manchester City's Rayan Cherki, Cole Palmer of Chelsea and Nilson Angulo of Sunderland.
Voting will open at 1pm BST on Thursday, 3rd September, with a winner set to be announced at 1pm on Friday, 11th September. Magpies supporters can vote for Willock or Elanga here.
